Those aren't skirts, but prototypical trousers - cycling was actually a huge leap forward for women's rights, and paved the way towards women (gasp) actually being allowed to wear trousers like those of men...

They said: "Though it's hard not to watch without willing one of them to catch her long white skirt in the bicycle chain." They should have added the word "That" Or a comma.
