It's police regulation. They have to put down their own line, because there is no guarantee that the available lines are strait. And as someone already mentioned, part of every sobriety test, is HOW you take the test. For instance, when they ask you to say the alphabet backwards. It's a trick question. Most people can't do this, and wont even try unless their drunk. And a surprising number of people will say something stupid like "I can't even do that when i'm sober".
