Mr Brown, accompanied by Ed Balls, Secretary of State at the new Children, Schools and Families department, the Leader of the House of Commons Harriet Harman, and Dawn Butler, the Labour MP for Brent South, surprised parents at Fawood Children's Centre in Stonebridge, north-west London.
