My dad's Inspiron 530 has the same CPU, 1 GB less RAM, and Intel GMA 3100 integrated graphics, and it can effortlessly open a picture in Windows Vista Ultimate 64-bit. You may have recieved a faulty copy of Windows. I don't know a lot about operating systems, so I'm not sure if there are faulty copies of Windows. Or, you may have a lot of data on your hard disk. Try to get Windows 7 Ultimate on it and see what happens.

I have to agree that vista without sp1 at least it's full with errors after you get sp you don't want to go back on xp :)
