The 'flying' car in the movie is actually a full scale fiberglass replica built by Gene Winfield. He also made the police cars for the film as well as several vehicles for other movies. Robocop, Bladerunner, Man from U.N.C.L.E., just to name a few.
Wait so if everyone in the world was flying in the sky all willy nilly without any form of organization I'm pretty sure some accidents that could of been prevented would of occured.
But then again considering Mythbusters already pointed out that personal flying transportation majiggies would have no failsafe I'll be happy with a flightless DeLorean thank you very much. :)
simple math is the answer, on a regular road way, you have just a simple x,y plane. but once flight is involved, you include that 3rd dimension which gives more freedom of movement. Also, with other scenes in the movie, it is shown that the skyway is not needed in order to maintain flight.
I know the skyway doesn't maintain flight but it keeps the cars within the barriers and prevents any debris from crashing to Earth. Your completely correct about the 3rd dimension. And Skyways will probably have 3 heights one for each atmosphere and physical high ways will still exist. Sorry I'm talking this to death but its good practice for the Future right?

Just my 2 cents :)
