The timer will not stop when death occurs. The given time is checked from the first frame of POV change/death.
I'm going to consider each level as its own entity. This means I can choose between M1 and M2 to try out the record on, for extra versatility and intrigue.
Thirdly, difficulty played is HARD, at least on this set of vids.
Fourthly, this game is more random than the 1st one. You can never be sure of the fastest solutions.

Mamoru Itsuki -03:00 in about 00:47:32. Why M1? It allows you to get a LOT faster results without the tutorials bothering you.
In this game strangling is not as deadly as in Siren 1, and the characters also auto-disentangle themselves from the opponents' deadly clutches if given enough time. This means that (at least Mamoru and co.) will not die from a single strangle, making it a less practical way to maim oneself. NOTE: getting strangled from behind doesn't seem to increase damage.
I'm pretty sure I don't waste any time when the shibito drops down on Mamoru. This shibito will ALWAYS wait a bit before starting a strangle, and he uses this unskippable period to turn towards Mamoru (so it's all good). The main reason I got as fast a time I got was a strange occurence of the shibito not hollering between attacks, as he always otherwise does. I don't know what caused it, but if it could be reproduced, you could win time in other levels...

Yorito Nagai -01:00 in about 00:09:48. Why M2? Because there is no tutorial in the way, saving 8 seconds. The bad part in M2 is that Misawa may start shooting at Okita semi-randomly, but this can be prevented/abused by standing in a correct line in between the shibito and him.
I crouchrun to gain extra speed. I earlier assumed extra damage is gained by crouching right before taking a hit, but I'm not that sure any more: I could do this level just as quickly not crouching down too.
Misawa shoots Yorito in the back accidentally, sealing the deal. Note how Misawa also avenges Yorito's death afterwards...

Shigeru Fujita -05:00 in about 22:12. Why M1? Doesn't matter which you pick. Anyway, you probably guessed what I was going to do beforehand! Took some manipulation to get a quick death.

Mamoru Itsuki 00:00 in about 21:56. Why M2? No tutorial. Took careful strangle manipulating to achieve this time. First of all, the shibito closer to beginning will always holler after strangling Mamoru, wasting time, thus the other shibito is used. If only the occurence from the first level could be repeated here... I cancel the strangle mid-way once in order to get quicker results.

Shu Mikami -02:00 in about 16:08. Why M2? No tutorial! Shu is positioned against a wall so that assailant doesn't have to move between attacks. Back is turned towards the assailant to increase damage. Shu is crouched to *maybe* increase damage. Much depends on whether the enemy hits you with strong or weak hits.

Akiko Kiyota 00:00 in about 23:54. Why M2? You guessed it... no tutorial. I tried to do a "death by Shiryo" but they seem way too weak in this level. Thus her achille's heel, getting shot with a rifle, is abused...

Mamoru Itsuki 03:00 in about 07:50. Why M1? It doesn't matter which you choose, I think. This one's pretty random to be honest. Sometimes Mamoru takes many, many bullets to die, and sometimes...
