The African nations are certainly catching up. However there still is a long way to go for them. I think South America and Europe are roughly equal. My ranking would be like this for the 2010 World Cup:

Brazil
Spain
Netherlands
Italy
England
Germany
Argentina
Russia
Chile
France (assuming it qualifies)

i dont think the south american nations will do well this tournament. Argentina is not doing well in the qualifications and Brazil's selection is not as strong as in the past years.. I think Spain and England will do good for sure, and maybe an African country in the quarters/semis? There's gonna be a surprise, that's for sure. Maybe a new first time world cup winner.

Argentina is doing poorly so far. However, Brazil, as always has a world class team. They just have such a large talent pool to draw from. Even Amauri isn't good enough to make the squad. All the same, I agree that we could see a new team win the world cup. How about Spain or the Netherlands? An African country could definitely make it to the Quarterfinals or Semifinals. Even USA could make it there xD.

i know they have, but they don't have enough experienced players in my opinion.. but brazil has won enough of them anyway for the while :P Spain is definitely one of the favorites, I don't know about the Netherlands.. as much as I would love to see them win it, they haven't faced world class opposition for almost two years now. We'll have to see how they do.

Argentina only did poorly because of the coach, his complete lack of ability regarding team selection and tactics even practice sessions.

If they get it right as they do under Bilardo's direction they can challenge Spain.

Brazil were lucky to beat Uruguay and for instance scraped draws against Ecuador and Bolivia.

Under Dunga they are more of a Northern European side than South American.
