It is an over charecterisation of a stereo type found in England in worlking class pubs. It is reffering to chronic under achieving men whom feel a superiority over their fellow man by putting down those more successful than themselves. In real life they tend to be small minded bullies on a superiority trip. They are sad dangerouse individuals and Harry Enfield gives us to laugh at them in safety.
