Im going to rip up my old tile in the bathroom. Its all loose cracked. I assume the wood underneath will be damp. Does anyone know if its ok to put thinset over damp wood? the tile area is probably about *8'x4'

If your tiles are coming up, you shouldn't just lay new ones after tearing up the old ones,
Tear the tiles up, if the area is damp, let it dry out, use a fan, a dehumidifier, clean with bleach to kill any mould. if the wood is damaged replace it.
Typically when you lay tile you want 1 1/4" of plywood underlay, thats 2 sheets of 5/8" ply wood, if you underlay is insufficient you tiles will come loose, and your grout will crack.
Do it right once, and don't do it again.
