AAARRRRGGHHH! I feel so sorry for these poor operators not being able to say what they like to these morons and just hanging up. Maybe if people knew they'd get an earful of attitude down the line if they were stupid enough to ring for mundane things they wouldn't do it!

They should have a new law stating that any misuse of 999 should have to face a temporary phone ban.
If it happens a second time, it should become permanent.

A phone ban, I hope you dont include 999 because thats dumb.

They should be made to sit in a room at a police station and forced to listen to recorded calls of people needing :
ambulances for babies who have stopped breathing
fire brigade for people trapped in a burning building
police for people who have been mugged and beaten
and coastguards needed because a couple of kids are floating miles off land in treacherous seas.

Then they may see why them lines need to be left for such real cases.

Except to 999. They might have a genuine emergency. I also think the idea would be difficult to enforce. But, I like your idea.
