Yes, this program should theoretically make it impossible for china to know what your IP is. HOWEVER, the Chinese government can still see where you are connecting to and harass you form there. This is a great idea, but the Chinese government, and other governments too. Could block the software from being able to be accessed. I suggest beyond all this that all citizens of countries that censor and clock websites find someone who would be willing to set up a VPN (Virtual private network) for you.

china blocks websites that they consider sensitive. anything against communism, tibet, etc.
