Yes, it's called dial up. It still exist today. Back in 1981 99% of people didn't even know that the internet exisited. It was mostly only a military and unversity research technology. If it wasn't for that calling the internet then, the internet you have now would exist.
Hell, broadband isn't much different. It still has to send a signal to the internet server to be connected. It's just a matter of medium. Telephone line was the only broadbased medium through which to connect until recently.
