The problem is that FSM is such a tiny country. The entire population is less than that of Ann Arbor and the per capita income is about $2000.

True, but your assessment is very one dimensional. There is trillions of dollars worth of oil in the Alberta(Athabasca) Oil Sands. It's spread out over 54,000 square miles making only 10% of it economically recoverable, and they are planning to, and currently drilling where it is economically viable.
