maybe a little over the top. but the kids needs to learn to respect authority. when a police officer asks you a question, you answer; you don't say "I wasn't doing anything." And, by the way, freedom of speech is forfeited when you break the law. He was skating where he should not have been, whether he knew it or not. That's breaking the law.
