Where do you get the shrink wrap for the finished pack?

PERFECT!!

I think it's ZnCl. I made it and it works perfect. Without it, you can heat the place by trying to solder but rezult is still zero. With that flux just need to touch with solder and it covers all the place with flux. Just like soldering copper.

Is tinning just referring to heating and placing some solder where needed like as shown on the batteries ends and on the battery bars?

After the scotchbright, is that some flux he is rubbing on the top of the battery?

I also read to attach and tin on the edge of the battery tops so not to fry the batteries.
