That's not really true, actually. The 90s had just as many problems as we do today.

Sure the Americans didn't really pay attention until 911 but we've had the IRA bombing us for quite some time - several bombs were found / detonated across London and the UK in general in the year this song came out, including some in government buildings (like 10 Downing Street) and a few underground stations.
