Allright I will explain a little more.
If I look at a typical youtube screen. I see the video I am watching, underneath the star rating, then options to favorite and such, then video responses, then a line where it says: Text Comments. next to it is a smaller blue print saying Options. When you click on this it will open out a menu, you can choose there for "All comments" to show any comment even if they are downrated a lot.
