Legendary scene. I love Jack. This scene used to creep me out when I was younger lol.

Well, that's 7 years bad luck for the joker.. Only I think that he'd only just laugh about it if you told him lol.. But that is one evil, man-iacal laugh.. One of the many forms of the Joker laugh; that only few people can pull off well. Namely; Heath Ledger, Jack Nicholson and Mark Hammill. Although Mark Hammill tends to do the crazy, out of control laughter..

It really creeped me out. Jack's Joker is quite dark and disturbing in this scene.

Was it the chemical bath or seeing himself in the mirror that made him go insane? he seemed sane before he looked into the mirror.

Well he didn't see himself before then did he? So the chemical bath led him to go insane once looking into a mirror.

The only flaw in this is that, possibly, the chemical bath would have scarred his retinas / corneas, unless he had a pair of protective goggles in a jacket pocket somewhere. He would've had some damage to his eyes.
