that's because in japan, a major factor in the business is the singing voice. not the public image. It's just the way it is there, however though you'll get some really good singers with the looks too, like Gackt (/watch?v=CJLb-yldoCg&feature= related) and L'arc~en~ciel (/watch?v=2A2q3C6YxoQ&feature= related) which IMO look better than the Western Rock bands of today.

lol for some reason i cant get over the fact how different rockbands from asia are different from american and european bands. i mean these guys look like geeks no offense, they have good music but they dont have a rocker look you know like linkin park or AFI or even lamb of god
