this song's name is "Geba Geba March". They covered from Japanese comedy program theme song which was broadcast over 20 years ago.
Also, this song was used Mazda TV commercial.

I just feel bad that I was too young to realise how great they were. Now they're one of my favorite bands, I listen to It Means Everything and Modified all the time. I wish they could at least do one more show for charity or something.....
