For those asking how this is done, you need to have a Game Boy Advance (GBA) and a GameCube-GBA cable. Once you have them connected, plug the cable into an unused controller jack and turn the GBA on. Then when you go by the dock, Kapp'n will be there to take you to the island.
To clarify, there is no GBA version of Animal Crossing. The GameCube version connects to an empty GBA (with no GBA game in it). With a cable, you can temporarily download features to the GBA like the island, NES games, and the pattern designing tool.
To answer another common question, the DS version of Animal Crossing does not have an island you can visit. It's only in the GameCube version.

I wish this was in City Folk when you connected your DS. It would be nice to have an "Animal Island" game on WiiWare perhaps.
