I may be alone here but I like this song much better here than where it is in the show (in the show this and Ice are switched).
The song is great satire (but of course--it's Sondheim) with everybody--the police, the legal system, social workers etc.-- trying to "explain away" juvenile delinquency while (unsuccessfully) passing the buck from one to the other to fix it.
