I think it is a happy ending.. in a way.

The dog-man couldnt get on the bus because he had a radio and he wanted to follow the rules.

In the end, he doesn't care about following the rules by walking across when red light is on.

Dog-man is able to make his own judgments and adopt to the new environment of Big City Nights :)
