MGS Rising will probably before MGS4, but I highly doubt Snake will be in it. As you can remember from MGS4, Snake hasn't heard from or of Raiden since MGS2. The only way Snake will be in it if it's as a non-essential character or in a flashback.

During the Act 3 brief Snake says the last time him and Raiden seen each other was when they saved Sunny.
