Rats eat paper and stuff, or at least chew on it if it has any kind of food smell or bits stuck to it. So I think it still attracts them.

My wife & I moved from New York State to Texas this past summer because of NY's HIGH taxes. The real "rat" problem is not with rodents, it's with New York State's lawyers & politicians !
