For a director who does disturbing as well as Lynch it's incredible how he's given us some of the most moving moments I've ever seen in motion pictures.

Well, that's part of his style. He does it his way and he is good at it. Of course not every movie is as good as his best, but he isn't a bad actor because he might not put enough effort into his films.
