If you go by the cartoon storyline Skeletor was the former leader of the Horde before Hordak kicked him out and took leadership for himself.

I guess I wasn't smart enough to understand this as a kid, but Hordak was supposed to be scarier than skeletor? And where in the alpha male hierarchy did that leave that snake man who was actually three snakes under human skin-- because I thought he was pretty bad-ass.

And if memory serves me right, the only Villain that was in the She-Ra toyline at the time was Catra. So the merging made her a default member of the Horde.
