If people like the game they will play it regardless of who you limit sales to. Sadly piracy (or percieved piracy?) is not limited to the mainstream commercial market. Nope, this a homebrew made with fighter maker 2nd. You can buy the game from a japanese retailer.

If this game doesn't work in Vista, try going to the compatibility setting of the apllication then put Windows 2000 or XP. See if that helps.
