The $1 coin was introduced in 1991 not 1990 so this ad has to be later than 1990. Wikipedia article on "New Zealand one dollar coin" says $1 coin was introduced on 11 February 1991.

as far as im aware you dont have to be, on wikipedia it even says its quite odd that lotto tickets dont have an age limit in NZ, yet most countries do have age restrictions on lotto tickets.
