stevelaraway is almost right; it's actually a re-working of The Blue Nile, sung by the same singer, Paul Buchanan, but not the version on Hats. This version the music is done by Craig Armstrong. Both versions are awesome!
The band is called The Blue Nile, and the song is "Let's Go Out Tonight'. It's from their 2nd album 'Hats' which was released in 1989. I hope this helps.
