All the "conspiracy vs. not-a-conspiracy" argument really amounts to is a belief that either American nationals might have been involved versus a belief that they weren't. Considering that one of the suspects was waterboarded 183 times, what does that tell you about the level of certainty that those closest to the situation had in regards to having caught all involved parties?
