It's not propaganda. this is a blurry video of dirty children playing. The situation is actually much worse. People are starving to death in the country side. Sometimes they boil human heads for food. Kim Jong Il built hospitals for the people, but there is nothing in them...no equipment, no medicine nor beds. French UNICEF visited these hospitals. They reported that most of the patients were dying of starvation. do some research, read personal accounts, etc. Don't believe propaganda.
