A better projector would be a start. Some sound OK. Is the film spliced together properly? Or maybe film has shrunk? Occasionally the exciter lamp is detecting the sprockets as well as the soundtrack. Other times the exciter lamp just reading the sprockets. A pity.

I assume this was damaged in storage. It's a shame when these old newsreels are lost.
