The mother is dying. She can't take care of Fancy or the young baby. She can't afford food or rent but spends every last penny on a sexy dancing dress with a split clean up to the side of her hip. no. if you listen to the lyrics, it clearly states that the state welfare came and took the baby and mama died.... not both... i'm going to guess it is probably a family burial plot...
