This video's perspective is akin to someone browsing around at an electronics store, randomly identifying parts. It doesn't provide much as to the HOW things work, like the title suggests.

I think it is so the stored energy in a cap is at max, it releases all at once then recharges, so the current isnt constantly flowing but expended in intervals.

as far as i can remember caps stop charging when they reach their voltage limit and they only hold their charge for some time, unless sent to ground or discharged. A picture tube is a large cap, it can hold thousands of volts even while disconnected (for days or months) and the energy it can store is enough to kill a man.
