why the hell does the announcer speak in such a horible way? were they all like this 20 years back? or are they just making fun of the game?

I'd say they were all like this in the 80s, cheap accents and the wrong kinds of forced enthusiasm. At least CV games of modern times get commercials without people trying desperately to sound like Bela Lugosi on speed.
