I think this song at least deserved to be number 2 in 1991.
I also like e.g. Eres Tu, Su Cancion and Vivo Cantando.
Bailar Pegados is to me one of the best Spanish song entries ever - along with Eres Tu.

Well, there's also "Su cancion", "Lady, lady" and "Vuelve conmigo". But yes, this song is one of Spain's best songs ever.
