There is a dvd release. Troma (company behind the Toxic crusader) bought the rights to this program of channel four and sell the dvd collection in the US through their website

Great the voices are so well chosen.
But I can barely watch the Grannie character as she reminds me of the witch from 'Paulas the little Gnome' a 1970s animation with a CREEPY creepy witch doll thing!!
