I think in this instance they were going for the meaning of "all-Jeep" as in it still has strong Jeep roots, but its a 'different' type. So just the dash is missing in that interpretation. If there had been another Liberty before, then they would have said "all-new" because they had redesigned the Liberty with a new 'whatever'.
