Night Of Fire isn't origanilly from Initial D. That songs is from Super Eurobeat compilation from avex, and appears in the year 1999. It doesn't appears because Konami don't wanna pay anymore for licensed music (avex for IIDX, emi for DDR, etc)
DDR has a higher budget for licencing music, because DDR depends to a much higher extent on drawing in casual players.
IIDX is a much less popular series, in an environment where you can get nearly arcade perfect gameplay at home, and the biggest money maker for producers right now is arcades. Around 6th Style, IIDX stopped being financially viable with licences, to the extent that the home release of 7th Style nearly didn't happen, and IIDX as a series became an exercise in cost cutting.
