Are you using Flash? There are settings to change the smoothing of the brush, I'm afraid I can't tell you exactly how to do it, but there is a way.

If your talking about skill, then don't be firm while drawing hair, keep it light and have more of a soft feel while your drawing. You see how he's doing everything quick? Thats because he's doing it lightly and it ads more flow, and remember, add curves, organic objects have lots of curves with rarely jagged edges.
