Wind chill has no effect on water, metal or any other substance.Wind chill is just a measurement for the relative temperature that exposed skin feels.

You get used to the cold weather just like you are probably used to the hot weather but anything in the extreme ends becomes uncomfortable to anyone.

Actually, at this temperature the celcius and Fahrenheit scales are about the same.

There some ice crystals, and yes a little bit of liquid water too, but honestly this is not a trick. It really does freeze. There are other videos on YouTube which show this phenomenon from better angles. Pretty cool.
