The people chanting USA are trying to drown out the people chanting SEAT MAINE NOW because 10 minutes prior the leadership disqualified several Maine delegates that support Ron Paul. This doesn't have anything to do with Puerto Rico the lady was giving her speech right after the vote that caused the chaos.

O..M..G... The political process is SUPPOSED to be observed!  Those delegates were acting in accordance with the rules to be Seated.
