    Civilization predates taxes. This first known instance of taxation was by the ancient Egyptians, and even then the taxes weren't used to 'buy civilization', they were used to build religious monuments, wage imperialistic wars and pay for the expenses of a parasitical ruling class.

    In fact, if you think about it, civilization must predate taxes, because in order to pay taxes, people need to be producing more resources than they need so that the State will have something to take.
