A lot of game developers allow mods like this so long as you don't try to make a profit off of them; Valve is especially famous for encouraging and supporting the modding community. Counter-Strike actually started this way.

In this case, Mr. Hudston clearly won't be selling or even distributing the mod, as presumably he only intends to marry the one person.
