Its not a BAN on guns, its about distribution and regulation. If you take a look two or three scenes prior to this moment, when Sydney is looking for that sweater. She talks facetiously and sarcastically about 'a mandatory three-day waiting period before a five-year-old can buy an Uzi'. she's in tears over the fact that the environment is taking a backseat to what she feels is 'crime prevention legislation that has no hope of preventing crime'.

I don't think its the gun ban he's representing; I strongly belive that its the regulation of guns In home, as well as its ammunition. Ammunition cost the same as a pizza. A gun cost as much as an xbox. Therefore making guns and ammunition as easily sizeable as payday. If ammunition would cost as much as a jet, and guns as much as a yatch, you'd have to save up your entire life to just kill one person. Granted there are other ways to hurt another human being. But in principal, It would work.
