The Soviet Union already existed. Orwell imagined what it would be like if similar systems ruled the whole industrialized world, including Britain. Not sure how that can be construed as predicting North Korea.

Maybe you need to re-read Nineteen Eighty Four, because George Orwell predicted none of the things you describe. He imagined a society in which cars are rare to non-existent, and the state uses networks of human spies to watch their neighbours, and children to watch their parents. He did not imagine GPS, or anything resembling our internet. While we live in a world flooded with information, he imagined a world starved of information, to the point where people don't even know what year it is.
