... I don't think electricity travels at the speed of light, in a piece of wire neither in outer space. By the way, it was a pretty clear explanation of the dualism of spacetime.

The velocity and the electrical resistance outside of conduction is often assumed by the propagation speed of an electromagnetic wave.In simplified systems,the speed of electricity is given as the electromagnetic wave which conveys information(data), not the movement of electrons.Propagation speed is affected by insulation,such that in an unshielded copper conductor range 95 to 97% that of the speed of light,while in a typical coaxial cable it is about 66% of the speed of light.

Watch her speak again, and you'll notice that she referred to it as the "maximum limiting distance". In other words, she was deliberately establishing an upper bound, or the most optimistic case.

It depends on what you mean by electricity. Electrons in a wire certainly do not travel anywhere near the speed of light - more like a millimeter per second on average. However, the time it takes for electrons entering one end of the wire to cause electrons to flow out the other end is indeed close to the length of the wire divided by the speed of light. The exact ratio depends on the configuration of wires and insulators but is usually between 25% and 95% of the speed of light.

She concedes this point at 0:45. "Now it wouldn't really be through wire, it would be out in space, the velocity of light." But it's a good analogy. Electrons actually move rather slowly through a circuit, but the signal moves very quickly, and the speed of light is a good approximation unless you need to get really accurate.
