This video of U.S. Transportation Secretary Ray LaHood was shot March 2, 2011 during the Secretary's keynote address at the American Association of State Highway and Transportation Officials, 2011 Washington Briefing on Capitol Hill.

Secretary LaHood used the occasion to cover a long list of important issues including President Barack Obama's six- year 2012 budget proposal which includes a $50 billion upfront investment in highways, transit, high-speed rail and aviation programs.

Secretary LaHood calls the proposal a "jobs bill." LaHood also addressed ways to pay for the president's "big and bold" proposal asking members of AASHTO to work with the administration to identify funding solutions. The Secretary also addressed controversial issues like funding high-speed and intercity passenger rail projects and allowing states to toll existing federal highways.
