There's a lot more to the story. In my reading I find that they were after a lot more than just picking on him, they RUINED him then stole his property that they'd been wanting since they published a comprehensive plan back in 2003 that had his land sitting smack in the middle of a proposed park. He wasn't just out of a home, they intentionally destroyed him to get what they wanted.

Andrew was out of every option a person would normally have open to them, thanks to these murderous thugs.
